Capable, compassionate and inclusive leaders

The CQC will expect your managers and leaders to have the skills, knowledge, experience and credibility to support and empower others across the service to deliver high standards of care.

The following film provides a summary of this area of inspection. It can help you and your teams learn about what will be inspected and what is important to demonstrate to deliver good or outstanding care.

Those managing and leading a CQC regulated service will need to have the skills, knowledge, experience and integrity to be effective in their role.

Whilst the CQC is not always prescriptive about what experience and qualifications managers and leaders must have, there will be an expectation that they are Fit and proper for the demands of their role.

Your managers and leaders will not only need the qualifications and experience to successfully run the service … but they should also be committed to ensuring that they continue to develop themselves.

Leading by example is important to inspire confidence in the wider staff team, with managers actively involved in the day to day running of the service - and often - the direct delivery of care.

From open-door policies to other accessible ways to engage, managers and leaders should be available to the people they support, their families and friends when needed.

Staff will equally have access to managers and leaders, trusting their advice, experience and expertise. If you have good or outstanding managers, they will inspire your staff team to provide high levels of care.

The CQC interviews may ask people about how competent the managers and leaders of the service are, whilst staff may also be asked of their views about management.

In terms of documentation, the CQC may look at evidence from your policies and procedures, minutes from meetings, etc.

Level 5 Diploma in Leadership and Management in Adult Care

Resource creator: Skills for Care

This qualification was specifically developed for those managing an adult social care service, including the role of registered manager. This qualification requires learners to demonstrate an in-depth understanding and effective practice in leadership and management for adult care services.

Whist the CQC does not have a definitive rule on what qualifications must be held by a new Registered Manager, this is usually the qualification they would recommend.  Skills for Care advises those wishing to progress into the Registered Manager position to complete this qualification ideally prior to taking on the position.

This Level 5 Diploma is currently available as both a standalone vocational qualification, as well as via the Apprenticeship route where it is called Leader in Adult Care.

Introductory modules for managers

To support the development of new and aspiring managers, our new and improved suite of eLearning modules offer introductions to key topic areas to peak learners’ interest and provide opportunities to reflect, ideas to improve practice, and motivation to learn more.

Now with increased accessibility and up-to-date content, the 11 modules include real life examples of good practice that learners can connect with, relate to, and learn from. They’re interactive and keep people engaged throughout by using activities, videos and providing time and encouragement to reflect. They’re also a cost-effective way to support succession planning.

Employers can claim £50 per completed eLearning module from the Workforce Development Fund.

Lead to succeed

This programme is designed to help aspiring leaders and managers to develop their leadership and management potential.

The programme will teach how successful behaviours and practical strategies can support leaders in their day-to-day work, as well as considering how they could implement these behaviours and strategies, now and in the future.

Lead to succeed is developed by Skills for Care and delivered by our endorsed providers, who’ve been given a mark of quality for their commitment to providing high quality learning and development for the adult social care sector.

CPD modules for managers

Well-led leadership programme

Well-led is a national leadership development programme for managers of adult social care services working in the private, public or third sectors. The programme is grounded in the reality of social care delivery and has been developed in partnership with registered managers familiar with the day-to-day challenges of leading a care team.

Manager Induction Standards

The Manager Induction Standards (MIS) set out what a manager needs to know and understand to perform well in their role. They're a versatile tool for:

  • new managers - those new to management and those new in post who have previously managed other care services.
  • existing managers - to use as a benchmark of their own practice and potential learning and development needs, especially if their role has changed over the years.
  • aspiring managers - to plan an appropriate development programme, increase their understanding of the expectations of a manager role and increase their potential of securing management positions in the future.
